Outcome: Services expose OTel metrics on /metrics; Prometheus scrapes them; a pre-built Grafana dashboard covers the golden signals (latency, traffic, errors, saturation) for the request path. Split from #17 (S-16). Demo: the dashboard populates under load. Depends on #16a.

Definition of Done

  • Failing test committed first; implementation makes it pass; refactor if needed.
  • Conventional Commits referencing this issue (refs #NN).
  • CI green (lint, build, unit, mutation ratchet, verify-stack compose smoke, e2e).
  • docker compose up from a fresh clone reaches green health checks within 3 minutes.
  • Docs touched; ADR if a non-obvious decision; demo note if user-visible.
  • Closed by the merging PR (closes #NN).
